3 cups confectioners (powdered) sugar
1 Tbsp vanilla extract
1/2 cup margarine
3 Tbsp water
food coloring (optional)
In large bowl, combine all ingredients. Mix until smooth.
Suggestion: You may add a few drops of food coloring to tint the frosting.
Butter and Margarine: Butter is a dairy product made from cow’s milk. Margarine typically contains milk or soy, but there are milk-free and soy-free versions available.

This sounds like an amazing recipe. I have one question though. Can you substitute the butter for anything, such as canola oil? I'm baking for someone who can't have milk.
You can't use oil, but you can shortening or any milk-free margarine - or even a combination of shortening and margarine. Earth Balance makes a milk-free margarine, but there are other brands as well.
You can use coconut oil. It's the same consistency after being blended
